President election which held once every 5 years had many stories, from 1955 up to now it has many problems, political act, manipulation and others that unknown by many people. When Soekarno stood as the president of Indonesia many political acts he did to keep his power and position, such he changed some contents of Undang-undang, he broke up the parlemen, and others. In Soeharto’s era he made a rule that Pegawai Negeri Sipil (Civil Servant) should chose Golkar and him in general election and president election, so he could stand as a president along 32 years. After Soekarno and Soeharto lose their power and were changed by other, the system of general election and president election were changing to be better from each time. The first president chosen by citizen was Susilo Bambang Yodhoyono and his vice M. Jusuf Kalla, it was the first time the participant of general election were the whole citizen of Indonesia who passed the criteria. President election of Indonesia in 2009 held to chose the president and his vice in period 2009-2014. This election held in many processes, before election, when election, and after election. Based on Undang-undang Nomor 42 Tahun 2008, the submission of the candidates were recommended by party who got 20% or more vote of DPR or 25% vote of National. Before the election time begun, many public figures were issued as they would follow the president election of the year, they were Susilo Bambang Yudhoyono (Demokrat), M. Jusuf Kalla (Golkar), Megawati Soekarnoputri (PDIP), Abdurahman Wahid (PKB), Akbar Tandjung (Golkar), Sutiyoso, Yusril Ihza Mahendra, Rizal Mallarangeng, Hamengkubowono X (Golkar). Yet up to the last minute of registration on Mei 16th only three couples who registered their names to Komisi Pemilihan Umum (General Election Commission). On Mei 29th the three couples were settled as the candidate of president and vice-president in president election 2009, they were Megawati Soekarnoputri(PDIP)-Prabowo Subianto(Gerindra), Susilo Bambang Yudhoyono(Demokrat)-Boediono, M. Jusuf Kalla(Golkar)-Wiranto(Golkar).
Campaign held as general meeting and debate from June 2nd up to July 4th. The content of the campaign were vision, mission, and program of every candidates. Campaign as general meeting held along 24 days in three section, from June 11th up to July 4th. Megawati-Prabowo took “gotong royong membangun Indonesia kembali raya yang berdaulat, bermartabat, adil dan makmur” as their vision. “Terwujudnya Indonesia yang sejahtera, demokratis, dan berkeadilan” as SBY-Boediono Vision and JK-Wiranto took “Indonesia yang adil, mandiri, dan bermartabat". There also jargon of every candidates to support their campaign and those well-known by public than their vision, mission, or program, “lanjutkan” as SBY-Boediono’s jargon, “pro rakyat” from Megawati-Prabowo, and JK-Wiranto took “lebih cepat lebih baik” as their jargon.
Debate of president candidate held three times, yet vice-president was held two times. Every debate spend two hours to explain their own vision, mission, and program along 7 untill 10 minutes, the question of moderator and the answer of every candidates along 30 minute, and the last statement of every candidates along 5 minutes. Every debates held by National Television Station wich had been settled by KPU.
Before the election held many controversies and issued of every candidates, such as “one time only election”. This jargon made by Denny J.A, executive director of Lingkaran Survei Indonesia (LSI) and Lembaga Studi Demokrasi (LSD). This jargon also published to public as advertising in television and other mass media. SBY-Boediono’s picture were shown in that advertising, this caused the two couples angry and took this problem to KPU. Yet SBY against that advertising by reason that the advertising was not made by him. Those reasons was the key of his politic enemy to said that the advertising was illegal. Many issues against SBY-Boediono as the strong candidate, such as the issue about religion of Boediono’s wife, politic enemy who wanted this candidate fall in president election spread that issue to public by assumption many people especially Islam would provoked by that issue, but until the election begun the provocation didn’t play anything.
The vote held on July 6th 2009, the whole citizen who had registered their names might come to Tempat Pemungutan Suara (Vote Center) near from their place and chose one of the three-couple candidates. The way to vote had been changed, in general election before, the vote was accepted by made a hole in the paper, but now the way to vote is by giving the checklist on the paper one time. Controversy always come in every changing, many people didn’t receipt this changing because they argued if the participant gave the checklist it could make some participant such old people, and blind person got difficult, but KPU against those argument by made supporting rule to help they who got difficult in choosing the candidates. Other controversy about Daftar Pemilih Tetap (permanent voter list) and Daftar Pemilih Sementara (nonpermanent voter list) took a part in president election this year. Many citizen who couldn’t participate in the election because their names there were not found in DPT. Not only some citizen who were not entered to DPT, but also some citizen who were not passed the criteria such children, teenager under 17-years-old, double name of the same person, the less of TPS, and many others. Although KPU said that the system of general election and president election were repairing to be better, but in fact the system of general election and president election this year still far from better.
The result of the president election vote would be announced on July 27th, if one couple of the three-couple candidates got more than 50% vote of all votes which there after voting with minimum 20% vote from each province that spread in more than 50% of all provinces in Indonesia, it was mean that the couple won the election one time, and SBY-Boediono passed those criteria which is mean that SBY-Boediono won the election and would be working in Istana Negara on October 20th.
The voting was passed, but the conflicts of each candidate were not finished yet. Megawati-Prabowo brought some documents of deceits in president election, and also JK-Wiranto. They argued that had been there many deceits in president election, especially about DPT, KPU take responsibility of those deceits, KPU didn’t play his role well as a commission who handle the big job such president election. Another problem that brought by them was quick count. This problem taken because they thought if the result of quick count announced to public before the true result of KPU announced, it could break the system of democracy, quick count might be done but the result of it should be announced to public after the true result of KPU was announced. The last problem which taken to KPU and might be to Mahkamah Konstitusi (constitution court) they said was about systematic deceits from up till bottom by the some candidates who still keep the power as a president.
KPU admitted that DPT problem was their responsibility and it was their fault, DPT had been a problem when general election and KPU didn’t repair it as soon as possible for president election, KPU thought it was easy to repair DPT because they argued the citizen who were not entered to DPT were few, but in fact so many citizen who didn’t entered to DPT. This problem would be our concern in the next general election and president election next time, and we said thank to who had given concern in this problem, KPU said. About the systematic deceits KPU didn’t know, because along they held the election from the first and till now, they didn’t find any systematic deceits that Prabowo said. Many debates held after voting, some national television station broadcasted the debates about systematic deceits and other problem. Almost all time and the content of news all about president election, although the voting was over. Every day the true result of vote from KPU always renew, change, and made all citizen surprised. From the first day counting till a week SBY-Boediono always got big number of votes than other candidates.
Although many controversy and problem that found in president election this year, the president had been chosen, and it was our responsibility to receipt it, even we agree to him or not, we choose him or not, he would being our president 5 years more.
